NDOKWA EAST LOCAL GOVERNMENT AREA (NELGA) PRESS RELEASE OF TUESDAY, OCTOBER 25TH 2022
RE: UPDTAE ON THE PREVAILING FLOOD SITUATION IN NELGA
1. Greetings from the Office of the Executive Chairman of Ndokwa East LGA, Aboh, and Delta State, Nigeria.
2. As the water continue to recede, even with several warnings that the flooding of this year is not over because the usual rains scarcity has vanished and areas that ordinarily will be out of rains are still experiencing torrential rainfall with no significant signs of the usual conventional rains.
3. As the flood waters begin to recede, the NELGA Council focus is more of relief efforts aimed at returning things to normal. Most times, during this post flood phase, many structures and properties may be needlessly lost and damaged through hasty clean-up procedures. On the basis of this, the Council is commencing wide awareness and sensitization program to let our people know that the best way to help our communities, property, or structure prevent additional damage and maintain its integrity and character during these times of duress is with the use of proper caution and concern.
4. While the water is receding, we encourage our people to plan the future steps to rehabilitation and restoration carefully. Each decision made today affects future decisions which will need to be made tomorrow. The following areas of concern should be addressed during planning:
a. Make Personal Safety the First Priority.
b. Carry out appropriate documentation and condition Assessment
c. Create an inventory of found items, dislodged architectural features, decorative fragments, furnishings, collections, etc. DO NOT THROW AWAY MATERIALS AT WILL. Many items may prove their value as the surrounding restoration or rehabilitation projects proceed.
5. With the receding floods, our people are going to face some new degree of post floods challenging situation. The NELGA Council is therefore soliciting assistance in the following areas since we do not have the capacity to manage it alone across the entire LGA with its Seventy Three major communities that was submerged in water these past three weeks.
a. Quick fix of Ashaka – Kwale Road, Ashaka – Arhade Roads, Ashaka – Aboh Road, Ase Road, Asaba Ase Road, Aboh – Akarai Road, Roads in the seven Ibrede Clans, Iselegu – Inyi/Onuabor road, Oko through the several Utchi clans down to Okpai Roads, Obiikwele Road, Igbuku – Ibrede Road etc. to enable safe commuting back to the flooded communities.
b. Environmental Sanitation and fumigation of the communities including the health and educational facilities
c. Relocation of our displaced people back to their various communities
d. Housekeeping, maintenance, initial cleaning and repairs
e. Initial starter pack like Foodstuff like Palm Oil, Grains, Protein, yams, and other provisions etc., Portable water (bottled or sachets), toiletries’ (Soap, tooth brush and paste etc.) and Mosquito nets etc. to enable people start a living in no matter how small measures.
f. Farm starter items e.g. Cassava stems, stalks, yam seedlings, grains, fishing nets and accessories, farm tools, fertilizers, etc.
6. These post flood needs will be of great priority in the next two weeks at which period we anticipate that most of the flooded communities may be fully accessible.
7. The NELGA Council is aware that palliatives are being taken to the various IDP camps at both Kwale and Ashaka. In addition to the earlier announced donations, some items were recently received from Rt. Hon. Friday Osanebi. Also our daughter Adinkwu Mabel sent some items to the various IDP camps and Rt. Hon. Ossai N Ossai also sent some palliatives to the various IDP camps while the IPD camp at Ashaka powered by DESOPADEC in collaboration with the NELGA Council continues to get the necessary attention to ensure that our people there are safe, sound and healthy with regular feeding and daily stipends to cushion their non-conventional daily needs off meal periods.
8. Yesterday, NELGA Council received the sum of Five Hundred Thousand Naira (N500,000.00) from Zenith Bank PLC. So far, The Council has received a total of One Million, Five Hundred Thousand Naira (1,500,000.00) Only donation deposited in the Council Account and earmarked for Post Flood management plans which will be published in due course.
9. The NELGA 2022 Flood Management Committee carried out detailed documentation of number of displaced households in NEGA communities. Please note that a household here refers to arrangements made by persons, individually or in groups, for providing themselves with food or other essentials for living. Also note that the data is based on our records based on the registered community data with our Community Development Department and information gathered from the various communities, IDP camps etc. Therefore if you have contradictory data, kindly contact your ward representatives in the NELGA Flood Committee.
10. NDOKWA EASLT LGA FLOOD IMPACT SUMMARY: As earlier published, all the farmlands in NELGA were flooded beyond any remedy. The impact here is therefore as it affects households in NELGA communities as documented.

11. We are still calling on our various community leaders, NELGA Sons and Daughters from the various communities both at home and in diaspora as well as well-wishers to come to the aid of the people of these various communities in NELGA as we look forward to dousing the pains inflicted on our people by the abnormal 2022 flood.
12. The NELGA Council will appreciate any assistance as we firm up all plans for the implementation of our post flood management programs because it’s very obvious that the Council cannot do it alone, especially since the entire NELGA Council was equally submerged during this 2022 flood and will be requiring a lot of maintenance and repairs including proper sanitation and fumigation before we can resume fully at the NELGA Council Secretariat at Aboh.
13. Please remember NELGA in your prayers because we need all the moral and spiritual support we can get at this time in addition to any other assistance available
14. The NELGA Flood Committee next meeting is scheduled for Friday, 28th October 2022. The meeting will focus on the NELGA post flood plans. All members of the NELGA flood committee will continue to be responsible for all flood management activities in their various wards.

NELGA Council is not unmindful of the need to be more proactive in our approach to flooding situation in the future as we have developed short, medium and long term plans within the Council potential capacity to minimize the flood impact to barest minimum effect on our LGA going forward. As soon as we are done with the post flood activities, we will roll out the next year flood management plans with keen effort to start saving monthly towards it.
