LEGISLATIVE OVERSIGHT IN ACTION: HON. FRED AGBEDI ADVOCATES INCLUSIVE GOVERNANCE IN NATIONAL DEBATE ON NSIB REFORM

Abuja, Nigeria – A proposed bill to transition the Nigerian Safety Investigation Bureau (NSIB) from the Federal Ministry of Aviation and Aerospace Development to the Office of the Secretary to the Government of the Federation (OSGF) has sparked important discussions among aviation and governance stakeholders during a recent public hearing organised by the House of Representatives.
This bill, designed to enhance Nigeria’s accident investigation system in alignment with international best practices, has elicited a variety of responses from government bodies and policy experts, reflecting the deep concerns and aspirations of those involved.
The Ministry of Aviation expressed strong reservations about this shift, emphasising the importance of retaining the NSIB within its auspices. Dr. Abubakar Kana, Permanent Secretary at the Ministry, passionately articulated the ministry’s stance, saying, “The NSIB should remain under the Federal Ministry of Aviation, with its legal and operational framework enhanced to ensure it performs at its best.”
Hon. Isiaq Abiodun Akinlade, the bill’s advocate, shared heartfelt insights into the challenges currently faced by the NSIB, including overlapping responsibilities and barriers to high-level decision-making. He believes that relocating the agency to the Presidency would not only alleviate these issues but also bring Nigeria in line with global standards where investigation bodies report to top leaders.
Hon. Kwamoti Laori, representing the Speaker, echoed the sentiments of commitment from the House of Representatives, expressing a genuine desire to strengthen vital sectors of the national economy through progressive legislation. He recognised this amendment as a necessary step towards improving transport safety and aligning Nigeria’s investigative practices with established global norms.
Leading the discussion was Rt. Hon. (Chief) Fred Agbedi, Ph.D., a well-respected Member representing Sagbama/Ekeremor Federal Constituency and Chairman of the House Committee on Special Duties. Known for his inclusive and consultative approach, Agbedi emphasised how critical public engagement is in shaping effective legislation.
“This hearing is about more than just meeting procedural requirements,” he stated with sincerity. “It is a vital space for dialogue, collaboration, and the advancement of our nation. The proposed amendment offers a promising opportunity to empower the NSIB with the independence it requires to navigate the challenges in aviation, marine, and land transport sectors more effectively.”
